Nine out of twelve, no visa at all

This is the real story: India (three cities), Thailand, Malaysia, both UAE cities, both Chinese cities, and Singapore are all completely visa-free for a Maldivian passport. No application, no arrival fee, nothing to arrange before you fly. Only Indonesia, Cambodia and Turkey on this list need even a visa-on-arrival, and that's a small counter fee, not a real obstacle.

India is the value floor

Delhi, Jaipur and Mumbai are the three cheapest destinations here by a wide margin, a short flight from Malé and zero visa cost. If Rf15,000 is more than you need, India is where the same engine keeps finding feasible trips well under Rf10,000.

Thailand and Malaysia, tied

Bangkok and Kuala Lumpur land at the identical total (Rf9.9k), both visa-free, both a similar flight cost. The choice between them comes down to what kind of trip you want: Bangkok for temples and street food, KL for a more modern city with easy day trips.

The three that need a small arrival fee

Bali, Siem Reap and Istanbul all charge a visa-on-arrival fee of roughly Rf460, a counter transaction, not a pre-approval process. Istanbul is the priciest of the three because of the longer flight, not the visa.

Just over budget

Kazbegi (Georgia) and Ulaanbaatar / the Gobi Desert (Mongolia) land at $978 to $979, a few dollars over a strict Rf15,000 cap in this snapshot. Both are genuinely different trips (mountains, and Central Asian desert/steppe) from anything else on this list, worth knowing about if the budget has a little give.

Changing the numbers

Every figure above is one traveller, five nights, budget style. Flights and any visa-on-arrival fee are per person with no group discount; lodging scales more gently with a second traveller. FAQ
